    dear no-follow link does not consider the Google that's why do not require to do-follow link.

    no-follow DOESN'T pass PR but only so called "experts" and amateurs/noobs do care about that ..

    Both help, if the refferal is from a good place, otherwise they could hurt you if they are not reputable.

    Nofollow Links are not allowed in Google..
    So, If you want to ranking up your web site in Google pages rank, then posts on Do-follow links sites..
