Need SEO for my network of sites

Hello,

I own a bunch of sites or rather content blogs which we have just started. We have not yet received much traffic from google or anyother search engine. The content is of great quality. I would like someone to take up the job of SEO for these sites. I would ideally like the person to be a self manager and take decisions as I will be busy with other stuff. I will however need a report of what you have worked on each week. No black hat methods please.

I would like to know what kind of backlinks do you prefer. Do you like a mix of many methods like social bookmarking, forum posting, blog commenting, article submissions, profile linking, twitter posting or do you like a special kind of backlink building in order to make your site known ?
