Need RGB Color Picker Coded But In a Unique Way

First off my budget for this project is about $500 or more, I need something done very well not a cheap quick solution.

I need a basic RGB color picker, like the one in Photoshop if you select the Red radio button. Note not an HSV color picker. One that has a 256x256 blue vs green box with a Red slider that is 256px long.

That is an RGB color picker. Ok with that out of the way.

I need one uniquely coded because I do not need just one, I need about 10 of them. I want to break up the 256x256x256 3 dimensional cube per say, into 10 smaller 3 dimensional rectangles. This should make sense if you are versed in color theory, if not then this job is not for you.

For example, I want one color picker with the following parameters:
120<red<255, 0<blue<255, 0<green<255. Remember the Red parameter is the sole slider on the right side, just like in photoshop with the Red radio button marked. So this gives you the whole 256x256 blue vs green box but only the top 120-155 red pixels able to be chosen.

I need 10 of those with the other 9 having unique contraints.

I'm not sure if any already made frameworks are versatile enough to do this, but I think they should be as the static ranges are the only thing changing, the actual filling of the pixels is exactly the same.

Let me know if this is something you can do and are interested.
