Need revelant site for Link Exchange for Education website

    I want to develop links for one of my education website http://www.icecd.org/icms . So from where i should start?

    I have done onpage optimization.
    Is there any site which do link development.

    Use a search engine and find relevant sites. Although link exchanges are not that useful anymore. You really need to get one way links
