What you need is a billing software.
You can buy it at whcms or ipanel.

    Hello,

You need to do the following,

    1. Access your cpanel control panel then choose the option and icon File Manager
Then choose upload and upload your web-hosting files to the public_html directory.

    Or

    Access your ftp account

    Ftp Host yourdomain.com
Ftp username: Means your cpanel username
Ftp password: Means your cpanel password

Then choose public_html directory and upload your files to this folder.

I agree with them. You need to find a reliable host that will serve you. And the support should of easily covered that issue.

I would really stay away from "master resellers".

If they can't even provide you support how are you going to ask them when your customers need support?

If you don't know how to deal with something as simple as this, how in the hell do you plan to have a billing system in place which requires a lot of technical work to setup and make sure it's working properly?

How do you plan to handle all the tickets your customers will send in about stupid problems when you obviously have no experience doing this and your hosting company won't help you?

Unless you have a lot of technical knowledge/background, you're going to need an on-call tech to help you and they're going to cost you way more than you will make with this.
