I use VPSs for clients daily, and they usually all have a very good service, but a company which I recommend and what I use for my personal projects is Slicehost. The owners are the best and will help you out with anything, the service is rock solid and has been on the first vps I got with them, early last year - close to zero downtime; In fact, the only downtime I remember was earlier in the year when they needed to do a kernel update - which they let me pick a date and time for. And the prices are great - I primarily use 256MB VPSs at $20/month, and they are great! In fact my benchmarks show them faster than a baseline dedicated server at 4x the price. I am probably sounding like I am affiliated with them, but I'm not, I just think their service rocks, they seem to do everything I would want a perfect host to do! I totally agree awilliams. I'm using SliceHost too, for more than a year now, and the only downtime I've had was because of me They simply rock, strongly advised.
