Need Quick Picture Crop Into Circle Shape

I've attached an image I need for my site. The problem is that the image I have is contained within a square shape. I just need the blue circle image by itself without the white part of the background. If you need to keep the white jagged border, that's ok. Can anyone do a quick freebie on cropping this into a circular shape? Image is attached. I don't have Photoshop and am not any good with graphics. I also need it to be about cut in size by 40%.

    Any Help Appreciated

UPDATE: I got this taken care of. Thanks!

Delete the background layer by double clicking and pressing enter. Then drag and drop to the trash icon. Then, if there is still a white bit on the layer, select with the magic wand tool and remove. then select Save As, and save as a PNG (file format which supports transparency, whereas jpeg does not) :)

    I agree with electrogirl...
If you save in JPG, you will get background (square), if you save it with .PNG you can get transparent background (means you will not get white background).
    Use photoshop to do this.

Maybe you must learn about the type of image, .TIFF, .BM, etc so you can optimize how to use it.
don't be fooled by people for just doing simple task
    good luck,
