You could write some articles, submit to directories, and post on some related blogs. The usual stuff. For blogs, do a google blog search for your niche and start posting comments (make sure they are meaningful though) and enter your website url in the box. Is that what you were asking?
No I was looking for blogs that could do featured posts on my site. I thought they would congregate here? Does anyone know where I can find that?

Try to find some blogs that is related to yours and contact the owner. Offer them for what you want but for sure some of them requires payment.
Start with article writing and move on with blogs and forums. This way you can created good number of links in short period of time.
