Buying Need Programmers to built Server Download Manager [Fee $ 150 USD]

We needs to build Server Download Manager like Internet Download Manager but controller by administrator from dedicated server as the gateway connection through another files hosting.

* User can download any think with limitation quota traffic a days and monthly by administrator setup.
* User can have account for login through their download manager to download premium account and save to their computers
