Buying Need professional webmaster for Management a website

    This site is not mine but my friends ,,they want to know if any professional

    webmaster can Manage it and bring them 10000 target active user register in site

    and visit each day and instead of this management they pay money ...please note

    they want permanent and legal ways to increase their visitors not fake one     .

    in another way they want Adsense Safe activities
