considering that your domain is only 3 months old , any heavily submission strategy you involve will send you straight to sandbox and a 6 months penalization. In my opinion you should just build links in time and to achieve pr 5 you will need a couple of higher pr links and most important 6-8 months
Despite being a link builder myself, I would seriously suggest you to wade your time and developed your blog in a proper way and acquire organic links before you embark on a link building campaign. Theoretically speaking, 20 PR5 links from pages without any outbound links or 5 good PR6 links should get you there but if Google finds out that you have just relied on that, then you risk getting sandboxed. Built up blogspot , Vox, Squidoo blogs..link them to your main site..get authority links..diversify your link building options and you will be on your way to a PR5 site in a couple of update. Do not aim for PR5 right now itself.
i noticed that good results of geting PR4 is having a lot of feature link on sites. its make big quality backs even visible in google backlinks
It seems there is no question on back link from PR 6 and PR 7 sites. Number of links is being questions and the quatity too.

For those who say PR is not important. I would say it is not that important but it still is important. PR actually represents the quantity and a little quality of the backlinks your website has. For example if my website is PR0 and is older then atleast 1 PR update then it would mean that i don't have enough back links or google simply gives no value to the links i have. So in other words PR is important but not directly. It looks good too.

I think you will need about 3k to 15k to reach page rank 4, and 15k to 75k links (rank 0 to 3) to get to PR 5. It also depends on the number of outbound links on that page linking to you. Less links = more rank juice passed to you.
Do link exchange with high and good page rank relevant and theme related sites. Don't exchange link with less page rank sites.
I think for this you need links from above than PR-5 websites and also you give links to PR-5 website. And you also consider the traffic of that website.

If you have a high PR backlink that is relevant will that help increase your SERPs? Let's say I have a new site and I get a PR5 backlink, will it have much if any effect on my SERPs?
