Need PHPBB forum setup

Can you setup a forum like this:

I want it with the banner capability at the top and the google ad word blocks also. I'd also like it setup like i've seen when you click on a topic it will actually have the google ads throught it, if you know what I mean.'

Also, I want it so on the main page it shows latest post sort of like this:
http://www.mcmcse.com/

If you can do all this let me see an example if you have one and an estimate on cost.
