I'd recommend that you pick a content management system like wordpress, joomla or drupal which all do most of those then pick the plugins to fill in the gaps. You then have a system that is engineered to let you do whatever else you are looking for.
Take a look at hotscripts they have tons of scripts, maybe you can find one that fits your needs, or you can put some scripts together.
