Need PHP script modification

I have a picture rating site where the php script calls a random picture from the database. I need a modification to that script. In the php template, there is an ability to leave a comment on each individual picture. However, you must be logged in to do this. I want to remove the need to be logged in so that any user can comment on any picture. My budget for this is $20.
