Start an LLC, get a FEIN and a Business Checking Account + Business Credit Card. You should be able to get another paypal premiere account this way.
you forgot to mention one more step: get married and change your first and last name I am afraid you are not telling the whole story. If your PayPal acc has been hacked, PayPal would never tell you that your biz is causing "too much of a risk". I am pretty much sure you are selling a downloadable product, and had many issues with your clients, which is why PayPal closed your account. Of course, I might be wrong.
