MrLiopo, I don't think that paypal will have any problem if your friend sign up from your computer using your IP. But the information provided at the time of registration must be valid and at the time of verification you he must have provided valid bank account information or credit card details. If paypal get any kind of sense of suspicious activity both of your account might get limited.
