Need offshore web host and VPS

    I need 2 things:

    Web host for 20+ domains.
    Under $10/month
    Black hat and warez allowed

    VPS/Dedi with 2GB+ RAM
    Spam programs allowed
    Under $60/month.

    Please recommend what you use or something!

    US laws prevent me from hosting there. Don't you think there's a reason I asked for off shore. :S
