need mailing list / mailing-service

i need a cheap service which does the job of sending bulk emails to opt-in lists and target markets.

Eg. i am interested in services which can either take lists of my own and provide the service to send mails to the emails in this list - OR a service which provides everything, including providing me with a list of opt-in emails.

This must be a safe thing, eg. NON-SPAM with low risk of IP banning and similiar.

And it must be resonable priced.

the problem is..i can easily go out and "harvest" emails..uhm..but it should really, really be opt-in and a targeted market.
