Need Links From My Other Blogs TO my Blog...

    I'm trying to publicize my blog and get other blogs to link to me. I'm not certain how people normally go around advertising their blogs - I usually did black hat methods but this time I'd like to be legit.

    So do people pay for the links from other blogs or is there some other way to get noticed by other blogs?

    I'm willing to pay but I don't have a HUGE budget for this.
