As far as I know this won't help at all. You need them to link to you. Google rates your site based on quality sites pointing to you. Not you pointing to them.
If you want to build links, you should get others link for your blog not the other way around. The concept is totally wrong here. Try to build one way dofollow link, it will help you a lot in google.

One way links are those links that pointed to your site which in return don’t receive a link from your site. Google gives most weight to one way link in their ranking algorithm and the best way to achieve them is articles submission over article sites. No-follow attribute can’t hurt your ranking as Google can crawl those links also .People use no-follow attribute in outbound link just to restrict PR leakage of that page. So it doesn’t matter one way link is do-follow or no-follow.
It's interesting that with Squidoo, the more outgoing links you have to high value sites like Amazon, eBay, CafePress etc. the better your page site does in the rankings. I have also been told that the occasional outgoing link from your site to Google and Yahoo dont hurt either. no it wont do much help. depending on whether you are linking to authority sites and relevant pages or not, it might help defining your neighbourhood, but in terms of ranking, it wont do much help
Yes... the concept is simple.. If cnn.com have a link to your website, your website ranking increase. If your website link to an cnn.com's article, it will not help your website. However, I disagree on the point about a lot of out going links will hurt you. It depends. In some situations, google will think you are a spam site. However, in some situations, like techmeme.com, it does not matter.
It definitely help for you site. It increase you PR and google traffic which is better then link add on your site.
You need to do quality link building. It means generating back links in high page rank website in form of directories, blog comments, yahoo answers, classifieds, css submission, rss submission, press releases.
If your method is right, you have to just create links to Google, Yahoo, MSN. Recommending others wont help you. You need other people recommendations.
As the other says I don`t think so too You try to start from directory submission, then if you gain some backlinks you should submit UNIQUE articles to the article directories witch keywords inside a text. That is one of the most effective ways of gaining related content for your links (mean articles, not link directories)
if you must link out, do so with one of your primary keywords as the anchor and link to a relevant site.
But remember to use anchor text in few variations, not only one version cos google can make an filter on this keyword
