    Shouldn't any design recommendations be made based on the site you've built and how it needs to be used rather than what's on the server?

    Your question seems kind of vague.. simply browse around the web and pick a theme that you like. Then figure out how to build your site like
    that using HTML and CSS.

    If you can't figure out how the webmaster created that site, look at the source code or hire someone from Fiverr to figure out the design.

    Play with non-standard color schemes and fonts. It will revive any site.

    Search online for tutorials for designing. Firstly understand the design principles and then try understanding the various creative ideas.
    Try experimenting designs on different design software.
