    web host should be atleast 2 years old with good reputation.
    Let me know what you can offer
    Also include in your offer whether you allow mp3 linking or not.

    High CPU usage on a shared server will get you kicked off, more then likely. That may be your only issue. Maybe consider a cheap VPS + a free control panel?

    I am open to VPS offers too, but not more than 15-20/month for VPS.
