If you REALLY need the cheapest web hosting I would look for some free web host. I believe there will be some companies offering free hosting with APS support. Multiple emails should not be a problem, almost any web host including those free, offer multiple email accounts.

On the other hand, most people in the forum will probably tell you that you will get what you are paying for. If you are going to host some website for testing purposes, free or cheap host may be ok. However, for serious project you will need more reliability.

I can personally recommend webhost4life.com. I've had a windows hosting account with them since about 2002 and have zero complaints whatsoever. Just $4.95/mo if signed up annually.

Anything that is just too cheap should probably be taken as a bit risky. Sure, there can be those offering a really good price, but do look around among the really large hosts, like godaddy, hostgator, 1&1 and so on, and you will find that their small/starter packages start at or around 4-5 USD per month. Take that as a kind of base point of what is actually possible to serve stable hosting long time for.

A host which would only charge you $2 per month, I mean shit, should anything go wrong, so they need to take an hour to look over your account or something, they immediately have more costs than you bring in over the whole year. It's jsut very hard to produce any kind of quality at such a low price. If you then also factor in that their payment processor for credtcard/paypal or something will take a few percent per transaction, Paypal takes 30 cents plus 3.9% on the total, making it cost them 2 x 0.039 = $0.08, + $0.30 per transaction = $0.38 per $2 transaction, leaving them with $1.62 to cover costs and then make a profit. Then comes taxes and operating costs.

All in all, a host which sells you something at $2 per month, is not likely to make any money from doing so. And if they don't make any profit, how likely do you think they are to stay in business? And if they close down, what will happen to your website, will you then have proper backups, have your domain registered elsewhere and so on? If not, your whole website and business will go down with them. Now ask yourself if that is worth all the troubles, just to save a dollar or two?

    To each their own!

There are plenty of web hosts over there, but I would not recommend you sign up for one year. Start with month to month payments
