Well i have about $9 this month for hosting i will have more next month though (a lot more).

I need host ideas that are 1-month contract (hosts really annoy me when they say $7.77 a month and then go to sign up and oh look you can't pay monthly! or the monthly price is only $7.77 if you pre-pay for like a year!).

And the host must accept paypal, suggestions please!

UShare.us accepts PayPal. I have a few clients that use them - no set up fee, easy cPanel, and very reliable. Some nice tools, scripts and features for $6 p/m.

I'm swamped with stuff but this just caught my eye. If the site is low bandwidth/resource I have plenty of space left on my VPS over at ASO (or you could just sign up for there smallest plan, asmallorange.com) and I could work something out for you.

Send an email to rsharrer[at]l3dg.com and ask him, but I'm sure if it's possible he'll work it out for you. I have a lot of website clients that use his service and like the functionality and the prices.

Is it possible to buy a Porche for $1,000? It takes a lot of work to set up a website on a server and there are not many companies willing to go through all of that for one month for nine bucks. I suggest you take up one of the offers here by folks that have some extra space they can offer.

100gb for $9 a month would probably be from a host that oversells a lot.

    http://premiumhosted.net gives you 500mb and 15GB for $7.99

You can get a basic reseller hosting at resellerzoom for $6 a month month-to-month. Believe it is 2gigs storage 30 gigs bandwidth. This is their basic reseller package and it does have some cpu limits and such. so if you have a real busy site it may not work .
