Unfortunately your budget is very small for a good VPS, which would handle such a high traffic. No reputable hosting provider would offer VPS within that price. I'd personally recommend a dedicated server if you wish to have a good performance. Cheers!

Sorry to say, but having 10k-50k daily traffic and only to invest $10 monthly on hosting is nothing but asking for a trouble. You will likely end on a hosting with highly shared resources (cheap VPS) which your project will suffer on and will not go well. Either you will upgrade to a higher plan (which is basically what everyone counts with if offering you a service like that) or you will lose your visitors. How much resource you need depends a lot on what type of web you want to run there. It might happen for some projects that cheap VPS will be good enough, but for any more complex website, it is highly unlikely.
you can easily exhaust a CPU with such traffic, I doubt a web hosting can provide you a VPS plan for $10 a month.
If you don't want to risk, better rise your budget at least to $15-20 and take SSD VPS with nice support team
Is there any particular reason that you have a site with such huge traffic, but a very low budget to actually host the website with? Perhaps you need to consider a way of gaining revenue from the website in order to cover hosting costs, for that sort of traffic you're looking at a VPS really, but that sort of budget won't get you a good VPS from a reputable provider.
For this kind of traffic, a Cloud provider would work, since you can create configurations which will scale depending on the peaks and troughs of load. One thing to consider is how much your site is dependent on database access? If your site isn't highly database-driven, then you would be wasting money getting SSD. However if your IO is really high, then SSD will help to increase performance, but obviously is a more expensive solution. Just something to think about!
Auto-scalable cloud environment would suffice your requirement better than VPS; however, it will cost you more. The $10 budget is a bit low for a good solution. You can consider Digital Ocean as they offer SSD VM, but not sure whether they offer fully managed support or semi-managed.
I can also recommend you to read other clients' or customers' testimonials. Try to contact the current customers of the web host provider of your choice and see if they are satisfied with the kind of services being rendered by the web host company.
that sound like a job for dedicated server or cloud server, and for $10 dollars, there is nothing much you can get. A mid range shared hosting from Siteground hosting for example. Setup CDN and server cache to reduce server load... you might be able to boost a little bit more than what the web hosts are able to provide you. There is no choice but to increase your budget further more. Convert those traffic into money and you will be able to pay the hosting fee.
I would recommend you to go with a scalable and managed cloud hosting. Initially, go with 512MB of RAM this will handle your initial traffic then when you will start getting traffic more than 10K scale it to 1GB RAM or 2GB. This will cost you less. from the start like you could get 512mb of RAM server of Digital Ocean as low as 5$/month.
