Need helping finding this custom code for adsense placement

    I came across this freebie website and saw this custom ad coding to the right of the website as coupons but are really adsense ads.
    The website is
    www.womanfreebies.com
    Code (markup):
    Is this a custom code?
    Is this even legal with adsense or will they ban your adsense account.
    This is the first I've seen this.

    I think they are Premium Adsense publishers with very high traffic, that's why they can custom design there own ads.
