If not what data centers could i get a server put in and how much would it cost to keep it there?
You could per say but it would all depend on the speed of your internet connection. I would reccomend if you wanted to start an at home hosting business look into getting an internet connection with at least 16MB DOWN and 5MB UP speeds. Or you can just get a T1 line.

That speed isn't enough to handle a web server. Where abouts do you live and I can find the closest Data Center for you.
I would strongly discourage trying to run a server from your house, find a data center to collate your server for you. Where is going to depend on your needs.
