    with an unverified PAYPAL account.....

    Yes, you can but you can only withdraw a limited amount of money. Click on 'limits' when you log in to find what it is for you.

    Go ahead and verify your account so as to lift any limitations and allow Paypal to trust you.

    If you want to withdraw little money from your account then its ok if you have unverified paypal account but if its large amount then go and verify your account using cc.
