My friend just purchased website on which AdSensed were already placed. Now the problem is he has removed the old ads and now want to put new ads linked to his account. But Google is not approving his application. Just wander what could be the reason as the site was approved in the past for the same.

Dear Friend! Google checks or crawl the site periodically and sometimes feel the site only built for earning purposes. this is kind of negative ranking. What google appreciate is a site made for information sharing not for earning only. If the contents of the websites are not satisfactory for google, it will not approve the new account.

Err....Not necessarily the case at all. Indeed it's not to say that site was ever approved. Only the site used to first used apply for an account was, which may well not be the one in question. Once approved you can put the code on any site (That complies with their guidelines and policies), that's not to say that this site did. It could be that this is the case but the site in question doesn't comply. The fact that it was running adsense is very, very different to it being approved for an adsense application.
Hope that clarifies why it's not been approved e.g. You can get one site approved, then slap the code on anything. Doesn't mean to say the site you put the code on complies at all....
I agree with Malik above as well.
