    but I want to buy only russian people in USA
    What targeting should i use for this?

    It depends on the product you promote and the ad network you use. For instance, in Facebook you can use the location and language filters together to target people in certain locations who speak a specific language. Look for networks that can target languages and search for Russian speakers in the USA.
