Need help with starting new blogs

I need to start up blogs, 100-200 (depending on your price), at well known sites/portals that offer blogs for free. That is: no reoccuring fee, no start up fee, or time limited.

All blogs must be on different domains!!! That is, I don't want all blogs to be on blogspot.com

Other requirements:
- You must be able to put up links without "nofollow" / "external"
- You must link these blogs together in the fashion:
- The main language must be english


25% of all blogs == link == > Next 25% == link == next 25% == final 25%

... in other words, 4 way linking.

There must be some posts or the blogs will probably get banned.

Maybe he wants us to sell him blogs that we allready have, am i correct?
