Need help with PHPLD

Fatal error: Cannot redeclare validate_captcha() (previously declared in /home/admin/public_html/submit.php:199) in /home/admin/public_html/include/functions.php on line 343

    When I hit 'Suggest Link' I am prompted with this. How can I fix this?

    I am running v2.1 with Stormy Template.

    May be your host is not supporting Captcha.. Ask you web host about it.
