Need help with ebay promotion....

    While browsing through ebay's affiliate program, I read this faq. I don't understand what it means. Can anybody explain it in an easy manner?

    Q: What is the credit withholding policy?
    A: The eBay affiliate program withholds 6.5% of revenue from each Winning Bid posted to Commission Junction in order to account for any credits that may occur from successful auctions. At the end of each month, we compare your actual monthly credit amount with the standard 6.5% withholding rate, and true up your account to accurately represent the traffic you have driven.

    They withhold 6.5% in case there are credits from auctions. Meaning, a buyer does not buy the item in the end and the seller requests a refund of the selling fees. It's just a form of a holdback.
