Need help with Car Website, CSS and HTML

Here are the problems:

First I need to get this problem fixed with IE.

The forum is suppose to look like this:

but on IE it looks like this:

So i need that fixed.

Secondly, I have a staff application running and when i open the staffapp.php it is at full opacity, I need this fixed with a Grey background, you can see here NO background:

Also when i open a sub forum i get this:

Also i want this tag crap removed look here:
