He can get 20% over his budget per day. But he won't be charged for more than his daily budget multipled with days in the month.

Yes this is true. As he don't mention his budget or period T0PS3O answer don't makes sense. He would not need to pay only if proven an AdWords budget system failure that is not the case.
Him saying "over budget" I assumed indeed it went over what he set as max in his account. If it's just his personal or business budget then yeah, he is screwed. But if he set his Max Spend on account 2 and 3 as $1 a day, no way does he have to cough up $55 each.

Perhaps he means 3 campaigns? But he should already have paid some of his debt. He should have been charged $5 for opening the account, and later $50 when he passed that amount. (unless this was all in the first day..)
Google takes these forms of payment: Post-pay: MasterCard, American Express, JCB, Visa, and debit cards with a MasterCard or Visa logo. Can't you transfere some of the paypal money into your regular bank account?
