Need Help To Desing Article Publisher Site, Need a Script!

    Hi All, I want to develop a website where people submit there article & earn money. For example, if anyone submit there article & that article seen by 1000 people, they will get $1.50 dollars per 1000 views. It must be something like when they register, they should give their PayPal account and they should be able to see how many people saw their article. Now I need a script to develop that site. So, give me some suggestion which platform is best to do that thing!
