Are you sure you want to use WordPress? There's plenty of free standalone classifieds scripts available. If you HAVE to go WordPress you can try the Another WordPress Classifieds plugin or custom post types with something like User Frontend to allow for frontend ad submissions.
there are plenty of free classifieds themes for wordpress, very good ones actually, but you need to search them. I cannot list them here as its against the terms of listing and are probably questionable as they are meant to be paid for - I usually download them to try them, and then naturally pay for them if i find that I will use them (for karmic reasons for myself hehe).
as ironcladus said there is a lot of free classified scripts... if you will use wordpress that will be too heavy.. sure there is a lot of PREMIUM classified wordpress themes but really i would use a standalone full classified script than wordpress...
If you're thinking about going the non-WordPress route take a look at "Open Classifieds". Relatively easy to setup and it has one or two free themes just like WordPress.
