If you want to apply an account at wordpress........then go to http://wordpress.com/ If you want to build a wordpress based blog on your website......then go to http://wordpress.org/
u need to add wordpress in ur hosting download form wordpress site or u hv option of auto script install in ur hosting thn u can install directly form it
