    I don't think this is what you meant... <title href="linktosomeresource.ext">anchor text</title>

    Because that's simply NOT valid HTML.

    Is this what you meant instead? <a href="linktosomeresource.ext" title="tooltip text">anchor text</a>

    I'm not trying to be disrespectful or anything; it's just that what you appear to have said has a completely different meaning than what you may have intended, and I'd like to make sure so nobody gets confused is all.
