Need help on SERP penalties

I've got a few fishing sites, and I'm bewidered on why my Florida Bass Fishing site which has better on page SEO (I think) than my other site South Florida Bass Lakes for keywords "florida bass fishing", yet ranks a few positions below it.

Florida bass fishing has more external links, closer to optimal keyword density and still lags my South Florida Bass Lakes site.

There must be some kind a penalty. I've got some possibilities:

1- Florida bass fishing site has a "bad" neigborhood link somehow, but I don't know what that/those links are.

2- This site has "Tips" RSS feed, which I publish but also submit these articles to article sites which maybe interpreted as dupe content.

3- One of my Nav menus is identical to the main Nav menu to my South Florida Bass Lakes site, which is only 2 weeks older.

Any clues what I can do to see if it's one of these (besides #3, which I may remove)? Thanks

It is not penalty from SERPs, probably. It is because you have network of low-quality, unoriginal site with affiliate/advertiser link everywhere. Google in particular does not like this type of sites. Make one big site for all fishings and make it useful, and you will be reward.

IMO the ranking just justify the site PR. floridabasslakes.com with PR3 while floridabassfishing.us with PR2.

I don't think my content is unoriginal, it is all mine except the RSS feed and advertizing. I have submitted all the articles that link to my site, the tips are mine, no copying of anyone's content except the fishing news feed.

I'm hoping to get income from ads and affiliates, so yes I do have them on just about every page along with my content. SEO, are you suggesting I remove some of it? Can you be more specific on what's unoriginal about my sites?

P.S.- The sites just got PR (new in May)

All I see is affiliate links, I don't see much, if any, original contents.

Take a look at South Florida Bass Lakes and Florida Bass fishing. The other 2 are BANs sites which are linked from these two. I agree my BANs sites don't have much. Are you saying that these two sites I mentioned don't have enough?

Did you look at my internal pages? Oh well, time will tell.

    - How many backlinks does each site have?
    - Age of each site?
    - Unique content?
