One of my site has been in first page for a keyword. But when i start my off page works, the keyword gets down its position..when i stop my off page actives..keyword ranks up!!!! there is fluctuation in my ranking in Google...some one please give me right reason for this fluctuation!!!!!!
You do off-page activity for the same keyword? Could it be you dont update your homepage content daily basis or such.. and generating more links instead of having updation of content in website. lets see what other experts say..

Well it's probably not hurting you much, but it's not helping either. Backlinks from directories are very heavily discounted,when they are evaluated at all. Submitting to them is largely a waste of time. You should be focusing on blog commenting, forum posting, social bookmarking, etc.
First of all, are you getting the correct reading on your ranking position? You can get different results when you are log in to your Google account like Gmail, etc. Nowadays, Google even gives personalized results when you're not logged in to Google accounts. Maybe, you should try check your ranking using other computers using proxy or other computers to get better results. To get the best reading, I suggest you to claim your site in Google Webmaster and check it's ranking.
