I made a patch for this quite some time ago with help from others at the forums, don't know if it can still be found there. It allowed for Joomla to pass strict validation, used proper heading tags, etc. Most of the code can be found in com_content/com_content.html.php, but if I remember correctly, there was some things in joomla.php.
