    pretty much similar to what faithtap d0t com

    It also needs to be mobile friendly...

    I am willing to pay for this... please let me know if you can create or have something in common...

    I have been looking around for over 3days already and I cannot find a way to do it...

    You're talking about the thing at the top of the page, right?

    In this case, that doesn't look like a plugin. That looks like some scripting in the theme itself.

    There are things you can find, like ViperBar, but I don't know that it will do exactly what you're wanting it to do.
