Well, If I were you, I will analyze the competitors and see what they are doing. Then do my SEO planning, to come up with something better.

I just checked the keyword that you're targeting "learn english online" and it has 18,000 global exact searches. According to G00gl3 the competition is high so you will need a lot of SEO work before you can even reach the first page. Here are some of the factors you have to consider
    1) age of your domain
    2) the number of backlinks on your website
    3) onpage and offpage optimization
    4) great written articles
    5) over presentation of your website
    6) maybe page rank on your website
    7) you must also consider the top ten website on the first page in which you will be competing with.

lastly, I've checked the #1 website on page 1 of G00gl3 for this keyword and the website is "http://www.learn-english-online.org/." It is 8 years old, its got an exact match domain for the keyword, plenty of .edu backlinks, and its got Page Rank of 5.

If your website is brand new then you really have to do a lot of SEO.

Write content around those keywords. Use those keywords ALL THE TIME. That means all your content should be related to that and use it. Then you'll have tons of content for those keywords and start to move up.
You got high competition. Use long-tail keywords or change them. Especially with a brand new site:
Learn English Online = About 1,440,000 results
The English Forum = About 578,000 results

I would target specific long-tails to get exact targeted traffic. Then after that you can target shorter and more broad ones once you get views and your site is getting older/better
