    Which is best CMS and any available template for free CV/Resume creating website.

    The first of those sites, you can certainly do something similar, for free, with WordPress . . . just install WordPress and find a similar Responsive Theme and install it. Easy :)

    The second site you mentioned has some virus or other problem.
