I have 20 webs on the same host godaddy.com 3 of them have PR4 - rest of them are new I want to link them. Put links form PR4 to PRo sites. How can I do it to leave Google happy with it? Can I be penalised? Thanks in advance
Well the common thought is linking from the same ip/host is not that beneficial. You should move your high PR sites to other hosting companies.
Find sites you do not own to link to them. I sell a list of high value PR sites where you can drop links. PMB if interested.

since all the sites are being hosted on the same IP, linking between them will be considered as linking between networked sites. google will know these sites are related and on the same network therefore will not count them as vote. there is no penalty but you will not get much benefit of backlinks. if you want to pass on some PR and take some benefit od backlinks from your high PR sites, then split the sites within 2-3 hosting accounts and then link from one ip to another. but do not reverse link so that no recip linking is detected. and if it not possible to have multiple hosting account, then have the high PR site link to low PR sites but do not link back from low PR site to high PR again. that way you will atleast get the PR transfer to low/no PR sites. as long as each and every pages of each and every sites do not link back to each other, you should be fine. but do concentrate on getting some back links from outside at the same time
Having sites on same account does not necessarily mean they have same ip. Godaddy may have put them on different machines. You can check them using the command on your command promt using command like ping url of site
Since it is very common among MFA site builders to build blog farms, I have heard that google is very tough on this kind of linking, google not only check the ip of host, but google checks the whois of domains, if all domains that link to each other have the same owner, google will penalize you. behzad
If you want to play it safe - go with a seperate host for each domain. If you can do that you could either verify that each IP is different, or purchase dedicated IPs for each. That should at least help if you are worried about it.
i agree - you wont be penalized but it wont do too much for your page-rank rise. aim at getting other sites and blogs to publish your backlinks. this way even your PR4's will rise.
