Try using a tool like the free version of Website Auditor. This tool lets you compare your site to the top 10 for your keyword and clearly shows what you need to do to beat them.
Are going after local traffic or are you going after more generic keyword(s)? Ever since Google updated to caffeine the forums have been saturated with posts about a lot of bouncing around in the SERPs. Suggestions are tough without knowing the URL of your site. If we could see the sites and your social media profiles it would be better advice.

now days most all seo is based off onpage seo. go to domaintools.com and use seo browser until you get 95-100% seo and most likely your rankings will soar to top page
It's main cause of flatutuation, it will came in well positon. My site also held with this problem, but it is now in well position.
