I have a website with Google local listing my task is to rank local listing for a one keyword and the client is not interested to modify the local listing.

Add the local area names as part of your keywords in your SEM campaign and perhaps some on page meta tags, depends more on details not mentioned how I would handle it myself for a client, but suffice it to say I believe your end result is to get local leads/visitors, so insert the local area in front of the types of links and anchor texts you use, as content on the site, and in your searches for link partners or other listings/links you can obtain on sites in said local area.
