ok, i came across something i wanna try. i have a site that was kinda an experimental site that i always try new techniques on. right now it gets about 800,000 visitors a month. the page views are from autosurfs and other traffic generating scripts. there is not good traffic there. the site makes me absolutely no money.

so, i decided i would try to put a popunder script on my site. a reputable ad network will pay $1.40 per 1000 views. thats about $1120 a month. yea, great idea.

Then i started looking at the terms of these ad networks. they say

    PUBLISHER INCLUSION
Publishers must meet the following guidelines for acceptance into Adversal Publisher Network: Applying site

they go through many things that are no problem. but there is one that may be:
    14. may not be a manual or auto surf exchange

does this mean that my site cannot be an autosurf site, or that it cannot get incoming traffic from an autosurf site?

that's what that means. Doesn't matter either way - like you said the traffic is worth anything. They will figure it out rather quickly and not pay for it most likely. But it's worth doing it if you are not monetizing it any other way.
