you are given a chance to make your site adsense compliant. so if you have blocked that user who was using your proxy, then thats all you neeed to do. you dont have to respond to adsense email but with your situation, i would suggest you gather all the evedince you have and reply to adsense support explaining what happened with supporting evidence. best wishes
You're lucky enough to be given a chance to amend what's wrong. A friend of mine got account disabled by google without any words from them.
